Publication of NOTAMs for BVLOS Operations with Unmanned Aircraft
Due to the increasing number of NOTAMs issued to notify about BVLOS operations in Norway, the Civil Aviation Authority of Norway is publishing guidelines for creating NOTAMs related to drone operations.
- Generally, NOTAMs should only be issued for BVLOS operations and for flights above 120 meters AGL, in accordance with an operational authorization or cross-border authorization, granted by the Civil Aviation Authority.
- NOTAMs can be issued for VLOS operations after an assessment by the AIS service, in cases where such operations could pose a hazard or cause disturbance to other air traffic, such as during drone swarms for light shows or in the case of tethered drones.
Content of NOTAM:
- NOTAMs for BVLOS operations should generally specify a time window, indicating the time periods when flight activity is expected in the area.
- The NOTAM must provide a telephone number for contacting the operator conducting the flight.
- This number must connect the caller directly with the person who can confirm if aircraft are in the air. This person must also be able to halt and land the operation promptly, allowing other traffic to pass through the area if necessary.
- The telephone number provided in the NOTAM must be staffed and accessible throughout the entire time period stated in the NOTAM.
- If the NOTAM time period is from 08:00 to 18:00 each day for 5 days, the phone number must be available and staffed during those hours on each of those days.
- ▪ If the NOTAM time period is provided only as dates (e.g., 02.03.2025–05.03.2025), the phone number must be accessible 24/7 from 00:00 on 02.03.2025 to 23:59 on 05.03.2025.
- Using a company’s public inquiry phone number or anything similar is not allowed. The call must connect directly to the individual who can verify flight status in the NOTAM area and, if needed, halt all flight operations promptly.
- The NOTAM may also include information about the VHF frequency that the operator is monitoring or will be available on during the specified period. The VHF frequency does not replace the telephone number.
Example of NOTAM for BVLOS flight:
