Here you can find information regarding requirements and procedures for converting and crediting a licence from a third country in compliance with Commission Delegated Regulation (EU) 2020/723.
How do I begin the process of converting my third country licence?
You need an EASA Class 2 medical certificate issued by the Norwegian Civil Aviation Authority. We recommend you get an appointment for this examination as early as possible.
PPL checklist
I have a UK licence and a medical certificate issued by a UK aero-medical examiner (AME) before 1st January 2021. Will my medical certificate be accepted?
Suppose a transfer of a UK licence was not made before 1st January 2021. The medical certificate could no longer be accepted since it is now recognized as issued by a third-country authority.

What documents shall be attached and how do I submit my application?
The skill test form shall be sent together with copies of the following supporting documents:
Valid ICAO licence (UK licence issued as Part-FCL licence or a national licence),
relevant flight logbook pages with "endorsements" and at least the last two pages (documenting currency and total flight time),

How do I apply for the skill test?
If based on a conversion from a third-country licence, the skill test for the PPL shall only be conducted by examiners with a Norwegian examiner certificate.
Do I need to undergo training before I conduct the skill test for the PPL?
There is no requirement to undergo training before the skill test, but it is highly recommended.
Pilots who do not meet the 100 hours as a pilot, which is required to convert the licence, shall follow the procedures for crediting their third-country licence. You shall undergo an approved training programme at an ATO or DTO. All the required training exercises in the PPL programme must be conducted. How much credit you will get is based on the recommendation from the ATO/DTO. A shortened PPL programme will typically include 15–20 hours of dual-flight training and some solo flights, depending on your previous experience. The credit recommended by the ATO/DTO, and the training programme they develop for you, shall be approved by the CAA Norway before any training for the issue of a PPL licence can start.

I have taken the theoretical examination in the UK before 1st January 2021. Do I have to retake the examination?
The provisions in FCL.025 apply. Theoretical knowledge examinations taken in the UK before 1st January 2021 will be accepted. However, the theoretical knowledge examination is only valid for the issue of an EASA private pilot licence for 24 months from the day the pilot completes the theoretical knowledge examination.
As an example:
You finished your EASA PPL theoretical knowledge examination on the 25. August 2020. Your theory will then be valid for the issue of a Norwegian PPL until 25. August 2022.
You finished your EASA PPL theoretical knowledge examination in 2017. Your theory is no longer valid for the issue of an EASA PPL licence, but you may get credit as described under the question, "What is the theoretical examination requirement?".

It is possible to convert your third-country licence into a PPL licence. You may get credit for CPL, CPL/IR and ATPL and IR ratings, and the amount of training needed will depend on your previous experience. Pilots with more than 100 hours as a pilot will have to pass a written examination in Air Law and Human Performance.
Pilots with less than 100 hours as a pilot will have to undergo an approved theoretical training programme at an ATO/DTO. The course may be reduced in hours based on an ATO/DTO recommendation, but pilots with less than 100 hours will be required to take the complete theoretical knowledge examination for the PPL.
