Avinor and CAA Norway launch new RFP for zero- and low-emission aircraft projects
Avinor and the CAA Norway have announced a Request for Proposals (RFP) for the next round of projects at the International Test Arena for zero- and low-emission aircraft.
The Test Arena was established to accelerate the implementation of zero- and low-emission aircraft by reducing barriers for operational testing and demonstrations. The aviation ecosystem will prepare for new technologies through learning and experience in demonstration programmes in an operational aviation environment.
The first test project is currently ongoing, demonstrating a piloted battery-electric aircraft produced by BETA Technologies and operated by Bristow Norway, performing cargo flight operations between Stavanger Airport and Bergen Airport over a period of 6 months.
This RFP is an invitation to Original Equipment Manufacturers (OEMs), airlines/aircraft operators, or consortia to test and demonstrate zero- and low-emission aircraft at the International Test Arena, starting from 2026.
The Test Arena offers participants a single point of contact in Avinor and the Civil Aviation Authority, providing a coordinated process from concept to flight demonstrations — including access to infrastructure, airspace, energy supply, and regulatory facilitation. The initiative is open to both national and international partners seeking to test and demonstrate zero- and low-emission aircraft in Norway.
The RFP marks the next step of the Test Arena
Mats Gjertsen Bye, Head of Test Arena at Avinor, states: “This RFP marks the next step in bringing zero- and low-emission aircraft into operation. Jan Petter Steinland, Director Strategic Analysis and Transformation at the Civil Aviation Authority, adds: "The Civil Aviation Authority’s role is to ensure that innovation and safety go hand in hand, involving critical stakeholders in the eco-system. This RFP allows us to facilitate real-world testing of new zero- and low-emission technologies within a robust regulatory framework. What we learn through these projects will guide how we adapt regulation to support the next generation of aviation”.
Deadline for proposals is October 31
Proposals should include information about the company/consortium, the aircraft concept, an overall plan for preparations, testing, and demonstration activities at the Test Arena. Proposals are due by October 31, 2025, at 16:00 CET.
