ACAS provisions and operational procedures and training MANGLER

Enclosed, please find an ACAS II Safety Flash Bulletin, recently published by the EUROCONTROL ACAS Programme Unit (ASU), in order to raise awareness about the Airborne Collision Avoidance System Programme. The content of this Bulletin emphasises the relevance of the information contained in the provisions and guidance, developed for the use of air traffic control organisations and aircraft operators. Further more, Civil Aviation Authority, Norway, would also like to draw your attention to ICAO Stateletter AN 11/19-02/82 regarding ACAS PROVISIONS AND PROCEDURES. The ICAO Stateletter urgently request National Authorities to ”ENSURE THAT NATIONAL AVIATION DOCUMENTATION AND THAT OF AIRCRAFT OPERATORS HIGHLIGHT THE CRITICAL IMPORTANCE OF FOLLOWING AN ACAS RESOLUTION ADVISORY AND NOT MANOEUVRING OPPOSITE TO THE SENSE OF A RESOLUTION ADVISORY, EVEN IF ATC ISSUES CONFLICTING INSTRUCTIONS.” Airborne Collision Avoidance System provides a proven, independent safety net to prevent mid-air collisions. Operational monitoring programmes have highlighted, in numerous actual events, the significant ACAS II contribution to improve flight safety. However, its ability to fulfill that role is dependent on the correct performance of the necessary operational procedures by flight crews and air traffic control. In this connection, CAA-N, would like to draw your attention to a list of the ICAO documentation containing International Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS) and guidance materiale related to ACAS operations, provided in Attachment A. Further more, an ACAS II Training package is available at the ACAS Programme Unit (ASU) on request. CAA-N request your cooperation to ensure that the ACAS II Safety Flash Bulletin, and the ICAO stateletter is distributed as widely as possible within your organisation, particularly to those involved with ACAS II operations and training. Finally, Norwegian operators are reminded of JAR-OPS 1.668, and Temporary Guidance Leaflet (TGL) No. 11: Guidance for Operators on Training Programmes for the use of Airborne Collision Avoidance Systems (ACAS), 1.
