Aeronautical VHF services - FM immunity protection requirements for ILS/VOR - and VHF communication receivers

Cancel AIC I 8/00 1. ScopeThis AIC is issued as a reminder of the changes to ILS/VOR and VHF communication receiver performance requirements that enter into force on 1 January 2001. These requirements will apply to all operations that take place under Instrument Flight Rules within Norwegian FIR/UIRs. Other European States will be implementing similar measures to address the new receiver requirements. Operators should therefore check for similar AIC/AIP as appropriate. 2. BackgroundThe expansion of the FM sound broadcast band from 105.0 to 107.9 MHz has initiated the development of FM immunity standards for aeronautical navigation and communication receivers. These standards operate in the adjacent 108.0 to 137.0 MHz frequency band. The standards ensure that an aircraft do not suffer from hazards caused by interference when operating aeronautical receivers in an environment where high power broadcast transmissions are present. ICAO requirements for receiver FM immunity performance are defined in ICAO SARPS Annex 10 volume 1 parts 3.1.4 and 3.3.8 (ILS/VOR) and volume 3 part 2.3.3 (VHF communications). Requirement for carriage of compliant receivers officially came into force 1 January 1998. However, in order to allow aircraft operators more time to replace or modify current receivers, this date was deferred in the majority of European States for a period of three years. It has been internationally agreed that protection from FM sound broadcasting can no longer be ensured after 1 January 2001. ICAO FM immunity standards will be implemented 1 January 2001. Norway has given exemptions for VHF communication receivers already installed. The new standards shall until further apply to new receivers only. 3. Consequences for Norwegian registered aircraftAirworthiness Directive NO 2000-071 or subsequent revisions describes the requirements for VHF communication and ILS/VOR navigation receivers installed in Norwegian registered aircraft after 1 January 2001: It should be noticed that this AD requires all navigation equipment not meeting the new FM immunity standards to be identified as such with a placard. Their use shall be restricted to VFR flights only. 4. Consequences for non-Norwegian Registered Aircraft.Operators of non-Norwegian registered aircraft that fly through Norwegian airspace need to be aware of the changes to communication and ILS/VOR receiver protection that will come into force 1 January 2001. In case of non-Norwegian registered aircraft equipped with noncompliant receivers that continue to fly IFR within Norwegian airspace, the following applies:
After 1 January 2001 the Norwegian CAA will not accept the responsibility for interference from broadcast stations to new VHF communication and ILS/VOR receivers that do not meet the FM immunity standards. 5. Consequences for military (state) AircraftEquipment requirements for non-compliant military aircraft wishing to conduct IFR flights in Norwegian airspace after 1 January 2001 shall be in accordance with the specifications in section 4, unless separate agreement between CAA and the operator has been established. 6.
